It has more to do with people than it does the horse. Breeders have selectively bred horses to achieve a much taller animal. In the late 19th century to mid 20th century the average horse was about 14HH to 14.2HH. It is not uncommon at all to see Quarter Horses over 16HH.

I will assume by 'regular' you mean a saddle horse. Horses are being bred bigger and taller all the time. It is not uncommon to see a Quarter Horse at 16.2HH and over. Some of the sport horses are 18HH. So the sky is the limit after 14.2HH which is where a pony stops and a horse begins.
