A leech is often said to have 32 brains, but what it actually has is technically a single brain with many distinct ganglia.

No leech is brainless. Leeches belong to the phylum Annelida along with the common earthworm and the extremely diverse polychaete worms of the seas. These animals may appear simple on the outside, but are highly sophisticated creatures with complex lifestyles, feeding and mating habits.

Most leeches do not drink blood, but feed on decaying vegetation or other worms, insects, tiny fish, snails or even the eggs of frogs.

Humans have tons of them, most of which are located along either side of the spinal column. Signals come in from the body and are processed and passed onto the brain (or responses are immediately sent back out to the muscles and skin in the case of reflexes).

If there were no ganglia, it's likely that the leech wouldn't be able to function (and a human definitely couldn't function). They don't fight for control or anything like that. Instead, they take in signals from the body and send the important ones to the brain - without them, the brain wouldn't be able to handle all the raw information coming in, and would be overloaded trying to coordinate all of the different parts of the body at once.
