Why do little dogs playfully bite?

It's a bit like why babies suck things. They are learning how to use their mouth. Slightly older puppies will playfully bite because that is what they would do with their brothers and sisters to learn how to fight later in life. This doesn't mean that if they do playfully bite young in life, they will bite as they get older. If you don't want them to, tell them 'no' in a commanding voice, and over time they will drop the habit.
