This is a popular misconception, maybe an urban myth. As can be seen in the Related Question Do recessions and other economic downturns cause more pets to be abandoned? People don't abandon other people the way they do cats and dogs. Nor do they euthanize them when there's not enough housing space and money (at least not in civilized societies). The lack of universal health care and homelessness is an argument that people may not care enough about people, but cats and dogs don't have and probably never will have any form of basic health coverage beyond what their owners are willing to provide. ----
Because people have been more around their pets longer than another person and when someone new comes along it's hard for them to stay away from their pets.

mostly because there are more unwanted cats than unwanted dogs and I don't know why, but people more take notice of stray dogs than cats, so there are more unwanted cats.
