Sometimes this is simple neglect - people forget to feed their dogs, or don't put out enough food. In other cases, it is because the owner can't afford to feed the dog but can't bear to turn the dog in to a shelter or pound because the dog may be euthanized. In rare cases, it is outright abuse - a person starving a dog because he/she can and wants to.
