Some states have special regulations on the animals a person can catch and keep as a pet. While having a turtle licence is a bit obscure it probably has something to do with the Wildlife and Argricultural laws of your state.

This is a difficult question... Do you plan on taking your turtle to the movies, or out to dinner? If so, you will need to contact the TLA (Turtle Licensing Association)and obtain a license. Otherwise you surely will be arrested. However, if you plan on only enjoying the company of your turtle inside your house then a license is not necessary. Beware: If your turtle becomes a neighborhood disturbance (eg waking the neighbors, barking at passing dogs) you may be contacted by the authorities.

Yes. They are very dangerous animals and a license is very required. If you are caught harboring a turtle in your home without a license, it could mean a fine of $3000 or even 2 years in prison.
