He probably is just playing around with the blankets, and then that's where they are when he wants to go to sleep. You should verify that his bed area is clean and smells OK, and then rearrange his bedding in there at night.
If at all possible, particularly during winter, your dog should sleep indoors or in a heated garage. If sleeping outdoors, the dog needs to have a source of heat and PLENTY of bedding and blankets. (In general, having a 100% outdoor dog is not a good idea.)
Also, a real danger with outdoor dogs is that they do not become properly socialized and do not get enough exercise, so I urge you in addition to take your dog on at least one if not two walks a day, and be sure that puppy meets as many different other dogs and people as possible.
