Because they are primarily treated as livestock like cattle are, unless you get a yak that is trained well enough to accept human touch without going beserk. Yaks are not small like dogs and cats are and cannot be kept in a house like a dog or a cat can. They need lots of land to be able to graze on and other yaks to be with, since it is a herd animal that does best with others of its kind. Also, some municipalities or counties may restrict or prohibit you from keeping a yak, regardless if it's as a pet or as livestock.
