They are not mounting each other for any type of sexual pleasure, rather, they are establishing which one is the dominant dog (the one "in charge"). They will do this until they both agree upon who is the leader of the two of them.
It is not appropriate or responsible to encourage or allow a dog to mount other dogs. This behavior can lead to fights or escalate aggression. If your dog is mounting other dogs, it is best to redirect their behavior through training and supervision. Consider seeking advice from a professional dog trainer or behaviorist for guidance.
female dogs are 'bitches', male dogs are just 'dogs'
Most females will only allow a male to mount them if they are in heat as this is the time when they are most fertile. Although some females will allow a dog to mate them whilst they are not in heat, there is less chance of the female getting pregnant.
Male dogs may stick out their penises for a variety of reasons, such as arousal, a need to mark territory, or to demonstrate dominance over other dogs. It is a normal behavior for male dogs and can vary in frequency depending on the individual dog.
It is to keep their dominance over the area so the other male can't spread its genes

i think that all dogs are gay. as ive watched my male dog grow, he has made 2 litters of puppies. although he still tries to mount other males.......ive also seen other dogs do this so i do believe that all dogs are bisexual..:) thanks.
this is a sign that your female dog (bitch) is on heat and is trying to get the male dogs attention.
they will try to be the alpha a round other male dogs and try to convenes the female that they are more stronger then the other male
They can as they still have instinct even if they have been neutered.
There is no easy way to stop dogs from sniffing each other as this is the way dogs find out information about things. A male dog does not go into heat. Only female dogs do.
Yes they can. If a female dog is in heat she can be receptive to any male dog. It may be physically difficult, but it happens.
Male dogs may exhibit dominant behavior by marking their territory, including other male dogs, with their urine. This behavior is a way for them to establish their dominance and assert their presence in the pack hierarchy. It can also be a way for them to communicate their status and boundaries to other dogs.
yes. almost all dogs do
If she is spayed he is trying to assert his dominance. Dogs mount other dogs to assert their higher range in the pack. Try to discourage it to prevent fights.
Their scent.
Male dogs will notice a female at any stage in heat, however she will not let him mount her until she is ready to be bred. If she has let a male mount her she is at the stage in her heat where she can become pregnant.
