Why does your dog take dirty underwear and lick it?

Dogs eat underwear because it smells like the human that they live with. This is also the reason that dogs eat remote controls, eyeglasses and cell phones. Humans deposit more skin cells, and therefore scent, into these items than any other.

Because they are new to the new smell and possibly the sweat inside it,and thus think this said sweat may be water.Thus,they drink it.
It can also mean that there is a behavioral issue,but I'm not able to be all that certain that that could be a possibility.

I reccommend that you start exercising the dog a lot more, and also making it very clear that you are the alpha dog.
