Puppies like to tug on clothes because of a few things actually. First, because they want to play with you and they think that if they tug on the clothes that you're wearing, you'll stop what you're doing and play with them. Second, because they are most likely teething (if they're still fairly young) and it feels good on their gums. Lastly, because if you are doing something and they feel like you're ignoring them, they would want attention. The pulling on your clothes for that one is sort of a, "Hey! Remember me down here? Yeah, I want you to pay attention to ME!" Either way, as long as you calmly discipline them if they are doing something you don't want them to, they will outgrow it when they are adults. But remember, puppies are very playful, when you play with them for a while, they'll be pretty tired and leave you alone for a while.

Accually, my puppy's teeth needed some help. NEVER pull them out, but I would recommend soaking a clean rag in water, freezing it, then playing tug of war. Not to intese though. Talk to your vet for more info.
