But some other cats would also less frequently NOT cover, especially when the boss cat doesn't care. (like, if the boss cat loves playing with certain cat, that cat won't cover either). It's also because they don't have a mommy cat to show them (adopted too early) or haven't been exposed to outdoor environment that covering is absolutely essential.

If they seem to be "pawing" after doing their stuff and not cover their poo, it's not because they're dumb and pawed wrong area. It's because they're SMART, they are trying to "clean" their paws against walls and kitty litter box and get stuff off their paws onto the kitty litter... not because they were trying/missing to cover the poo -_- (they just had NO INTENTION to cover the poo)... If you try to teach them to cover their stuff again, they just won't learn, 'cause there's no need to cover. They'll just hate you for trying to make their paws imitate pawing on the "dirty"(in their minds) litterbox.

But when I adopted a new kitten, all of sudden they started covering. Maybe the "unknown" existence does frighten them to get their instincts to come back. ('cause new kitten's still in enclosed space, they can only smell him)

I've heard that if you own indoor AND semi-outdoor cats, the cats who experience the outdoors will actually go into the litterbox after the indoor cat even if he doesn't have any business there, and cover it for the indoor cat.
