Only trained dogs for blind or deaf people are allowed in restaurants.
Mainly because dogs can't resist the smell of food. They will jump up on the tables to try to get the food. Or because they are noisy and sometimes smell. Waiters probably don't want to clean up after them either.

However, in some areas, health codes make it illegal to permit pets in any part of a restaurant (including outdoor seating areas). So always call ahead and make sure your pet will be welcome before you head out. A picnic or drive thru may be the answer for people who enjoy dining out with their pets.
