Because the earth's axis is very roughly perpendicular to the plane of its orbit, the sun's rays fall on the polar region at a much shallower angle than they do on parts of the planet that are closer to the Equator. As a result the rays' energy is spread over a much broader area so the amount received by any fixed amount of the surface is proportionally less.
