Most frogs and fish abandon their eggs meaning that predators will eat many of the eggs. Therefore for enough eggs to survive they must lay many times more eggs than will be eaten.

Hens tend their eggs continuously from when they are laid until they hatch protecting them from predators. Also a hen "invests" more per egg than frogs and fish do, meaning it takes more effort to lay each egg.

Note: Hens can lay one egg per day and stop when they have all of them in the nest that they are able to manage. This is why farmers remove the eggs daily to keep the hens laying.
