Start with a very large, very easy to clean environment with minimal fabric and drains in the floor. Lots of water spickets along the walls to fill water dishes and wash things off. Decide how you will arrange everything (it sounds like you're focusing on dogs based on the category) and put masking tape on the floor to demonstrate where cages and such will go. Next, get certified by the health department or Department of Ag and Markets in your state, depending on where the building is and how many animals will be there. Smaller facilities fall under Ag & Markets jurisdiction while larger ones need to be certified by the health department. Then register with the IRS as a not for profit organization. This takes about 3 years of open records to show that you do not intend to make a profit, simply help your community Talk to the bank about a small loan to get going until animals are adopted, since that will be your main source of income Collect donations (not just cash but food, toys, water dishes, bedding, leashes, chains) to help fund your project. Find someone who recently graduated from Vet School or is about to who wouldn't mind doing some spays and neuters almost at cost. If the person has not graduated from Vet School yet, they MUST be under the supervision of a licensed Vet. You see, shelters need to be put up because there are too many ferral animals, and there are too many ferral animals because people don't spay and neuter enough. It will also help you to be certified as a not for profit because selling animals who haven't been spayed or neutered could classify you as a pet store. Create a website so people can find you. Talk to local pet stores about having a small display on a Saturday afternoon so someone can adopt an animal, and puchase all of the necessary supplies since they are already in the pet store. You can volunteer at a pet shelter at the age of 12 or 13. But at that age the only things you can do are: feeding, watering, combing and brushing. If not, they may not let children volunteer at Shelters because the fear of animals being aggressive and having the children be hurt by the animals. Just look into it and see. :)
Well, they should let you at 13, so 14 is perfect. But look online in your area, and find different animal shelters that will let you volunteer at that age. They really shoould But you have to be at least sixteen to actually work there. actually your actually old enough.....did you try SPCA??? they usually start @ age 14....
