Usually the first failure on the fuel system is the Fuel Pump Relay, If the relay is not working it will not run the fuel pump! This relay is normally located in the trunk drivers side, cost is usually about $15 however get an Electrical Component Locator for the car specific, you can find this usually at your local public Library in the refference section MITCHELL books and make copies. This is very helpful to locate any electrical part in the car !! Before replacing the relay, turn the ignition only to the on position and listen closely to see if you can hear the fuel pump prime the system, it should run for about 2 seconds and stop, if you do not here the fuel pump run then start by changing the relay, then try it again, if this does not work the next thing would be most likely the fuel pump has failed, I recommend having this changed at a professional shop ! as the tank has to be removed because the fuel pump is in the gas tank and will have to be drained ! If this does not solve the problem, assuming your car has Throttle Body Injection, the next thing would be the engine computer, if this not working it will not open the fuel injectors!

remove your egr valve and blank the the dam thing of . change fuel filters , check all pipes for splits and leaks . make sure the rocker top outlet tube isnt pumping bits of oil into your air filter case turbo etc. sometimes the fuel pump screw on these have been turned down on imports to pass emisions tests on entry to uk. screw the fuel pump screw in half a turn .

there isnt a direct way to opem the radiator, you only have your fill bottle on the drivers side.

Yes, if the fuel fill cap isnt venting properly, the tank can build up a vaccum, preventing the pump from drawing fuel out. (Like trying to suck out the last bit of juice from a juice box)
