Mine is did the same thing..there is a part that needs to be replaced. That is the only way to fix it...1999's had a recall on them and some of the parts could of been left over and made their way into your car

Start by removing the little piece that covers the bottom of the door opening. It just pops up when pried on. Then remove the side panel to get to the seat belt. There will be a clip at the top behind the seat belt and two clips slightly behind the back seat. They are easily removed with a flat head screwdriver. There are two very small clips at the back window, also easily removed with flat head screwdriver.
under neath the hood there should be a diagram sticker showing the routing of the belt , if not i usually go to the library and look at the chilton manuals.
