Look where the E brake handle is,spread the dust cover open,use 10mm socket on nut driver or ratchet,turn clockwise a few clicks until the arm moves about 4-6 clicks,check to be sure you didn't go too far by driving and coasting to see if the car stops on it's own.

the wire needs ground to function. Connecting it to the ebrake allows it to ground so just connect the video wire to any ground and it will function as if it was connected to the ebrake
