A person who is married in Costa Rica or anywhere else in the world is married wherever he or she may be, that includes USA.
However the marriage will be registered in the country where the couple married, in this case would be Costa Rica, to register the marriage it would need to go through a procedure of legalization which means it will be stamped and authenticated through several offices to be ready for registration in Another Country such as the USA.
Generally this process is done through an Attorney in Costa Rica.
