A fifteen year old will say yes. It might well be that one or two individuals are capable without supervision, but road law is written for the general population where the answer is an emphatic NO.

No because 16 year old drivers drive recklessly and wildly because they see how fast they can accelerate and pretty soon they are going 50 miles per hour speed limit. In my neighborhood, teenagers drive 65 miles over when the speed limit is 25 miles per hour.
