ask your local police station/ officer. look up there phone number 411 maybe. im sure it's just if a cop is near you or infront of you or clocking you and your light is very blinding they will stop you dont matter if there 3k 4k 5k 6k 7k 8k ect ect they will give you a ticket so ,maybe try driving towards your vehicle in a pitch black road and see how it feels, therefore maybe you can adjust it to go downward's so it wont blind as much.

From what i understand, HID kits are illegal unless you have a projector installed on your car so it controls the light output of the HID's. Projectors spread the light evenly and have a cut off point which don't blind on coming drivers. Don't just install the hid kit, replace your headlights with projects =)

Depends, HID KITS are not legal anywhere in the US, they violate US DOT law. HID lights that come factory with a proper projector designed with HID in mind (higher end cars; Audi, Mercedes). Practically, if you aim the HID lights down, as to not blind other drivers, its unlikely that a cop will pull you over, as they can't really tell if your lights stock or an addon kit.
HID headlamps designed, engineered, manufactured, and certified or type-approved as HID headlamps are legal everywhere. "HID kits" and "projector retrofits", where HID bulbs are installed in headlamps not originally designed to accept them, are unsafe and illegal everywhere.
