No- but they make you FEEL cooler. Moving air will tend to evaporate mositure, and remove heat. But they do not lower the temperature in the room on their own- the motor actually INCREASES the room temperature a small amount. They CAN draw cooler air UP from the floor.

Yes. Although running ceiling fan may not lower the air temperature, moving air makes you feel cool and you could adjust the a/c to slightly higher temperature and hence same energy and money.

Ceiling fans are very effective for regulating temperatures in summer and winter. Depending on the location of your heat vents, you can use a ceiling fan to pull the heat up or push it down. In the summer, it keeps you cool with less electricity than air conditioning.
