Is this question about New York City, or New York State? If the former: compared to people who live in small communities, where it's customary to say hello to people as you pass them on the street, people in big cities like New York City might seem a little aloof.
But my experience has been that most people you encounter in your day-to-day life in New York City are perfectly friendly as long as you are polite and courteous to them. If you're not...then all bets are off.
