It depends. I have relinquished and black luster soldier in my deck. Relinquished is very easy to ritual summon because it only has one star. if your monster has between 1 and 4, I would say around 4 max. If your monster has between 5 and 8 stars, I would suggest 3 max. If its between 8 and 12 then I would suggest 2, 'cause I f its for a fusion,(e.g my B.L.S is for Dragon Master Knight, and my relinquished is for Thousand Eyes Restrict.) but you have to watch out for banned cards if your going to a tornament (i only say-so because relingished is a banned monster and so is thousand eyes restrict)

No its not see its the way you make your deck if you make your deck so you cant special summon of course its going to be the worst card there but if you make your deck all about getting easy summons for strong monsters you cant really classifie it as the worst card because it is stronger than most level 4 monsters
Whats your deck? I like to make my deck with if you're going for 40 cards 20 monsters(usually 11 level 4 and 9 tribute summons) and then 20 spells/traps I'll look at your deck if you tell me what they are
In my opinion,a good synchro deck should have a mix of attributes whereas the monsters should be a mix of attack defense.

Nothing stops you putting a specific Ritual Monster in your deck, without its Ritual Spell Card. You are free to take monsters who you are unable to summon. It might be that you plan to summon the Ritual Monster with a card like Ritual Foregone. Or it could be the component in a Fusion, for which you never intend to actually summon the component itself.
