There isn't much of a difference. Jones (who represents the Russian Government) is a dictator to the animals. then as napoleon (who represents Stalin) gains control. he becomes a dictator like Jones. he acts like Jones in the end by drinking, sleeping in a bed, wears clothes, and stands on two legs.
Jones, however, makes no pretense of wanting to create a better world. He controls the animals by shear force while Napoleon makes them think they're working to create a new order
In "Animal Farm," Jones represents the oppressive human farmer who mistreats and neglects the animals, while Napoleon is a pig who becomes a tyrannical leader after the animals overthrow Jones. Jones symbolizes the czarist regime, while Napoleon mirrors the rise of totalitarianism under Stalin in the Soviet Union.
