there are a WHOLE lot. Most of which I'm going to. There's zenkaikon which is located around the philadelphia area, inochicon which is also located in philadelphia, setsucon, and katsucon. Setsucon and katsucon are already over this year, but Inochicon is in August. Zenkaikon V will be held next March.
Anime conventions are your best bet for cosplay. That or Harajuku Japan.

i know of one cosplay/maid cafe in the US, in southern California it's called Royal T and it is also connected to a shop and art gallery.
No one will usually stop you. But people may ask you what you are doing and why. They will give you looks, but costumes are worn to cosplay/anime conventions or in places like Harajuku Japan.

It is basically an interview that describes your cosplay. they have questions that you answer such as , What got you into cosplay? How did you decide on this cosplay? How did you put together this cosplay? Basically a self interview on cosplay.
yes cosplay is an event that occurs in some (but not all) anime conventions...it's very fun i happen to be a cosplayer my self and am currently working on a "chobits" dress! :p
