I would say boxers if you really want to cover up.
Personally, I find boxer shorts unattractive as they cover everything up. I understand is what you want to do but there are other choices of underwear which could enhance your package - and that would be much better than hiding it I reckon.
I wear briefs and, yes, I don't really have that big a penis (I'm not ashamed to say that - everyone comes in different sizes). That, however, is one of the reasons I wear them as they gather everything together and make it look like I have quite a bit down there. ;)
So if you really must, wear loose boxers and cover up. But I would definitely consider being proud of what you've got and show off a bit with some better fitting undies.
