Brunei is a sultanate. This means the head of state is the Sultan. He has full executive powers according the constitution that was passed in 1959.

It is the only monarchy in Southeast Asia that functions with the head of state as the political head.

Brunei is ruled by Sultan Hassanal Bolkiah, who is the head of state and head of government under a constitutional monarchy which has existed since the 15th century. However, for all intents and purposes, the monarchy functions more like an absolute than a constitutional one, as the Sultan's executive powers and role as the head of state are enshrined in both the constitution and the national ideology.

The Sultan is advised and aided by five councils, all of whom he appoints. The administration of the government is overseen by a Council of Ministers over which the Sultan presides.

The country and government also operate under the national philosophy of Melayu Islam Beraja (MIB), or Malay Muslim Monarchy. According to the Brunei Government's official website, MIB is "a blend of Malay language, culture and Malay customs, the teaching of Islamic laws and values and the monarchy system which must be esteemed and practiced by all".
