In an emergency situation, ANYONE, even someone who is not baptized, CAN baptize anyone if they intend to do what the Church does when she baptizes. That being said, a Catholic deacon MAY baptize a baby legitimately for the Church. In the second case the deacon is acting as an ordained minister and fulfilling his function as such.

Another answer by busyasabee: In many realms of Christianity the baptizing of a baby is not preformed. The Bible tells us that water baptism does not save a person, but is only and outward expression to the world that the person being baptized has accepted Jesus Christ as their Savior and has been baptized (spiritually) into the body of Christ and is being obedient to Christ and following His command.

So with that many churches do not baptize babies.
