If you're 16 you can't enter into a binding contract. You may be able to if you are legally emancipated (need to check on that) but I doubt if a landlord would go for it. If you can get an adult to represent you you'll have a better chance, otherwise the only sort of place you'll probably get is a "slumlord" type situation where someone is taking advantage of you. Oh, there are the utilities to think of too. What good is an apartment without things like heat, hot water, light, etc?

No, because in New York State, the 16 yr old's signature is of no legal effect. The kid lacks the legal capacity to create the contractual relationship (with limited exceptions that are not applicable here).

Legally you must be an adult to sign a contract. With Parental consent and cosigning, you could get an apartment.
