you can try to use the DVD X Player, it is the best DVD player on PC, it is able to reset any DVDs by unlock all DVD region code such as Region 1, Region 2, Region 3 and etc.

No it is not. Disc are encoded according to region. The PS3 reads this from the disc and will prohibit playback of a "foreign" disc.

I'm sorry but it cannot. If you bought your PS3 in the US, you can only play DVD and Blu-ray movies that are from this region (region 1 for DVD and A for Blu-ray). What I suggest you do (this is what I do) is download Shrink DVD (freeware..just google it), make a backup of you DVD movie (Shrink DVD automatically removes the region protection) and burn it. Then you can play the copy on your PS3. Hope this helps...
