Yes. Have had this happen to me.
A serpentine belt is what brings power to both your alternator and your Power Steering pump.
If the alternator isn't turned by the belt, it can't produce electricity, and your engine will stop.
If the power steering pump isn't turned by the belt, it can't move fluid, and your power steering will quit working (note that you can still steer in an emergency, but it's VERY tough).

It's common for leaking power steering fluid gets on the serpentine belt - causing slippage and ultimately belt breakage.
The power steering pump is located on the front of the engine. The uppermost pump connected to the serpentine belt.
the power steering pump is on the top left of the engine , i think it's the highest point of the serpentine belt route.
It is at the back of the engine on the pass side. It is under the alternator, follow the serpentine belt to the power steering pump.
What kind of whining? Could be your serpentine, could be your steering pump.

when serpentine belt comes off, you will loose power steering, the alternator will stop charging the battery and the water pump will stop circulating coolant so you will have a flat battery in an overheated engine and very little steering capability
The engine itself is VERY reliable. The problem is usually electronics in the car. I have had my 98 Deville for years and never had any engine problems. I have had to replace the water pump, thermostat, and power steering pump. Hope that helps...
