Whilst I don't imagine it is a common procedure, it would of course in principle be possible to remove tissue from a patients penis to reduce its girth.

However I seriously doubt that any surgeon would undertake such task without a very good reason and because of the unusual nature of the surgery it would seem unlikely that any surgeon would be specialist in such a technique.
