They certainly can.

But should be illegal.. As I was just charged a huge $20 fee by my GYM when they supposedly tried to charge my GYM Membership and it got declined yet funds where available on my Card so no reason should have been declined. The next day they tried to charge my card and this time it went through so obviously it was a temporary gateway error or something but they are unwilling to waive the fee or anything they are being totally a$$holes... I called bank and they don't even show an attempt on their end they show no decline or anything.

So my opinion on how unreliable systems are people can get falsely charged all the time so this should be illegal.

What happens if a credit card has been processed under the debit option by mistake?

Typically the point of sale terminal will ask for the pin number. If the user has the pin number, the charge will be handled as a debit charge instead of a credit charge. (It's a little cheaper for the merchant; it will make no difference to the card holder.) If the card does not allow debit transactions or the user does not have the pin, the transaction will be declined.
