Yes. State laws allow Cities to regulate the ROW of their streets via signage. It is a regulatory sign, enforced by Public Safety and therefore typically requires a ordinace for legalities to apply.

Saint Paul was a major thoroughfare for ships and barges when the capital of Minnesota was established. The city lies upon the river and many ships and barges would import and export goods. It was a means of transportation prior to the era of planes and whatnot.
Just about every major city does this. They don't have space to store many merchandise and by selling it off at auctions it will give them much needed revenue to help fight crime.
