The term "illegally" is confusing.
A city or any government entity would not be able to extend or put a road on privately owned property without the owner's consent or due process of law even if they used the right of eminent domain.
If the purpose of the road is to allow access for others to public land/roads then it is likely that the property owner assuming he or she still owns the property in it's entirety would be taxed accordingly.
The best option is to contact the county assessor's office and try to resolve the problem. The property owner could consider retaining legal counsel but that should be a last resort.

Despite it's name it is NOT the City Hall for London or even in the City of London. It is the Headquarters of the Greater London Authority which is led by the Mayor of London. (NOT the Lord Mayor of London, who is a member of the much older City of London). The Building is privately owned and so presumably built to the order of the land owner who is currently a property company called 'More London'.
