In the US, it's generally illegal for a creditor to communicate with a third party other than a very specific list of people (such as your attorney) in an attempt to collect a debt.
There are some exceptions; if you've been dodging them, they're usually allowed to take "reasonable" steps to try to locate you, and asking your neighbor if they've seen you lately (without telling the neighbor why they're looking for you) is likely going to be considered reasonable. This is especially true if they're looking for you in order to serve you with court papers, because courts regard process service as something you NEED to know about and should WANT to know about (so that you can arrange to be present either in person or through a designated representative to defend yourself).
If you believe a creditor has broken the law, you should contact an attorney for a professional opinion and to find out what your options are.
