The Landlord has no right to enter unless you've been given 24 hours notice. The only time he can "barge" in, is if there is an immediate problem (bursting pipe, fire, etc.). Even then (s)he should call you and let you know about it. Regardless if you're rent is paid in full, just a little late, or missing the late fees. They have no right to do that. Check with your state laws, but I believe that law is a given in any state.

Can you break your lease if they break into your apartment?

If your landlord breaks into your apartment or enters it without notifying you, this is grounds to break a lease. You can't break a lease just because there was a break in, however. Landlords are not even legally required to tell you if you are moving into a high crime area. If you can prove this is an ongoing and pervasive problem , it may be grounds to break your lease. Get real documentation, not just hearsay.Police reports and other victims or witnesses.

Is it a violation for the Landlord to give the Tenant's keys to unauthorized people?

If no one ever enters without permission, probably not. Of course, it seems like a bad idea, and some judges might even tell a landlord not to give the key to certain people. But 'unauthorized' is a vague term. If the plumber is coming Tuesday, is he authorized?

Where is help for tenants victimized by Deceptive Practices under Landlords Bankruptcy transition?

It seems there is no help. There is copious information for the tenant screwed under a landlord in foreclosure, but a dearth of the same in relation to a tenant renting from a landlord who enters into chapter 7 bankruptcy. It is a such a fertile ground for fraud, and deceptive practice.. and yet no where to turn. Any body out there???

Is the landlord responsible to make sure the water is safe to drink?

In most countrys the landlord will only be responsible for water after it enters teh building. However, if the water quality is poor before this point then its down the utility company who supplies the water to te building. If there are issues you need to establish what these are, and where the issue potentiallt stems from. One good way to establish a potential area is to ask people NOt in your building if they are having issue i.e. next door. If they are not having issues and you live a apartments check with other residents - if these to see the same issue then speak to the landlord
