The fuzzy look and musty smell are descriptors of mold. Since the soil is under your house where there is no light the moist areas underneath may be growing mold. Check to see if you have any areas underneath your house that are dripping water on to that particular spot or if you have any piping running underneath that area that has begun leaking. To get ride of the mold/smell one of the more environmentally friendly ways would be to use lime which is available at most gardening stores. Try working it into the soil in that area and see if it helps. Just working up the soil may help as well.
