Yes, but you cannot do it directly. The Supreme Court is a court of appeals and as such does not hear ordinary legal cases. Your case must have passed through all lower courts of appeals before the Supreme Court will hear it. To have your case appealed at any of these levels you will need a lawyer that handles appeals cases, this will usually cost money.

As with anything in our crazy country, you "get the justice you can afford to pay for".

No. An ordinary citizen cannot 'bring up an issue' to the U. S. Supreme Court. A case must originate in the lower courts. Generally, the Supreme Court hears only cases from a US Court of Appeals or a state’s highest court. The parties who are not satisfied with the decision of the lower courts must petition the Supreme Court for review. Generally, the court only hears cases that have national significance- constitutional issues or federal law. Currently the court hears or reviews less than 150 cases out of about 7000 petitions every year.
A lawyer who wants to argue a case before the Court must be a member of a state bar for three years and must apply for admission to the bar of the Supreme Court. They must include a certificate of good standing with the application and have two sponsors who are current members.
