You may not use another persons Social Security #, Ever.
You may use an Alias as long as it is not to commit a crime or avoid prosecution.
For instance I am called Bubba, and tell people that is my name, but if I get pulled over by the police man or sign a document I use my real name, Sidewaysrob ;{)
No credit is established, and pulled using your social security number and most credit reports show all of your alias'
Most of the time a criminal background check is done using your social security number, birthdate, and name in combination. Often a married name/single name will be included as an alias.
"The murder suspect is George Phillips alias 'Greasy George'". "We have determined that the name Hugh Jass is an alias. The person's real name is Hugh G. Rection."
Because the person who created has the alias of "39ster"
It depends who is asking it of whom

An alias or assumed name is when a person uses another name that is not their own. This can be as simply as John Edward Jones going by Edward Jones, his middle name, this would be an alias. The more common use of alias is that which is shown on television crime dramas, is when a criminal takes on a completely different identity to avoid prosecution. Basically they take the name and identification of a person who is deceased and about the same age as themselves. They then live as this person to avoid being found.
