Currently, the iPod Touch 3rd generation cannot be jailbroken because it has a built-in firewall of sorts, a measure taken by Apple to prevent the iPod Touch from being jailbroken.
There is a jailbreak software currently being beta-tested, but is not ready for public use.

There is no way to control your iPod Touch from your computer without jailbreaking. Even if you were jailbroken though, I don't believe there are any modern packages that could help you.

No. If you are concerned about jailbreaking, you can always restore the firmware (this will erase all jailbroken apps, but you will still have your iPod). The only real risk is if you were messing around manually in the filesystem, and even then you should be able to reach DFU mode (Google it)
