NO. LPCs (Licensed Professional Counselors) are not allowed to sit for LCSW (Licensed Clinical Social Worker) exams in any state. In many states, LCSWs are allowed to sit for LPC exams and be conferred LPC licensure by virtue of passing the examination. This is largely due to the fact that LCSWs are considered independent practitioners on a national level and are able to bill government insurance programs for direct practice activities. LCSW curriculum and supervision is generally regarded as more standardized and rigorous.
An LCSW is more qualified than an LCPC. Both are sanctioned by state license boards. However, LCSW's can diagnose mental health condition, but LPC's cannot.

A physician who offers psychotherapy is called a psychiatrist. By the way, most psychiatrists do not offer psychotherapy, but specialize in managing medications. Most psychotherapy is done by psychologists (PhD), licensed clinical social workers (LCSW), or licensed professional counselors (LPC).
It depends on the credentials of the therapist. A social worker may be LISW or LCSW, a psychologist is typically PHD, and a psychiatrist is a MD. There are others depending on their educational background and licensure.
