A student can apply for financial aid through the federal government by filling out a FAFSA application. The FAFSA will determine the amount of Federal Student Loans (Stafford Loans) and Federal Grants that the student is eligible for. Sometimes this will cover the entire cost of tuition depending on financial need and the cost of the school.

Does a parent have to pay for college for eighteen year old?

A parent is never obligated to pay for college. However, if a student is a dependent student, then the federal government will award less financial aid to that student because it assumes that the child's guardians will contribute towards educational expenses.

How can FAFSA help?

It can pay off most or all of your tution cost's so you'll only have to buy your books, school supplies etc. With the Pell Grant you can get $5,500 for the entire year.

Do people who live in Australia pay for college?

Yes, but not necessarily up-front. Most Australian University degrees are partially subsidised by the government. To assist people in going to Universities there is the HECS (Higher Education Contribution Scheme) wherein the government will pay for the student to go to university, but that person will pay the government back slowly via the tax office (also depending on that person having a sufficient income TO pay the government back). Universities offer slightly discounted fees to students who pay for their course up-front

Are parents legally obligated to pay for college education if they have not filed tax returns or paid taxes in years keeping the child from being able to obtain government aid or private loans?

Technically, parents are not obligated to pay for their child's college education since college is elective. It is the parents' choice whether to pay for a student's college fees or not. As for filing tax returns, you might want to get current on that, especially if you can claim your child as a dependent. You might avoid penalties and liens on your possesions...
