The Inquisitors retinue will only have 3 Veterans/combat servitors, but in the rules of the Daemonhunters/Witch Hunters codex it allows you to take 1 HQ 2 Troops (it might be 3, I don't have the codex with me) 1 Elite and MAYBE 1 Fast attack. I know you can't have Heavy Support if you using the Inquisition to ally with Marines, but if you use Conscripted Marines to support an Inquisitorial army you can have your normal limits (2 HQ, 6 Troops, 3 Elites, 3 Fast Attack, 3 Heavy support)
Although it says Grey Knights won't fight with conscripted Marines, if you use them to ally with a marines army you can. It's accounting for a Marines army finding a terrible warp rift that the Ordo Malleus hasn't seen yet and they dispatched a small number of Grey Knights to help fight the swarm until the Inquisition can purge them (either through purification or the Exterminatus)
