you know there is actually no law i have heard of that says you cant but i think both parents need to give their child permission first.

If she is pregnant (which I do NOT recommend) she can apply to a district court judge for permission to marry without parental consent. That is the only way to marry for a 16yo without parental permission.
In England, 16 and 17 year olds can only marry with permission. The permission must be from all parents involved OR the couple can ask the magistrates court to grant permission instead. In Scotland, permission is not required which is why many young couples elope to Gretna Green.
