Yes, you can be blocked from using WikiAnswers if your posts, answers, etc. are obscene, childish, disrespectful, derogatory, etc. -- all of which are considered vandalism.
Other reasons for blocking including getting rid of a good answer ("blanking") and replacing it with a nonsense answer; or adding questions and answers on any type of illegal activity.

In most cases, the user is first warned and asked not to post in such a manner, but if they continue to do so, then they are blocked from WikiAnswers. However, more serious violations will just get an account blocked immediately. The length of time a person is blocked depends on the offense, but it can be anywhere from 3 hours to a permanent block.

Because - if someone using the same IP address has broken the rules - the IP is blocked. That means unfortunately, anyone using the same ISP also gets blocked - even if they didn't do anything wrong.
