I suppose it could be however twins usually are indicated by a high hcg level and 720 is not high. Your pregnancy cant even be seen on ultrasound with levels less than 1000 and in most offices they like to do the ultrasounds after the level's above 2000

your most likely pregnant. you should see a doctor. if you already knew you were pregnant, than its normal. HCG levels will tend to double regularly and peaks at 8-11 weeks. again, you might want to see a doctor if the doubling occurs quickly, because it may mean you have multiples (twins).
HCG levels normally start declining at 9 weeks or so. HCG peaks at around 100,000 and then decline to about 20,000 for the duration of pregnancy. A decline at 8 weeks could be normal.

I found out i was pregnant with my twins at 3 weeks. I got a positive pregnancy test at 2 weeks due to higher levels of HCG in my urine and then began bleeding so went to the ER and they done an ultrasound. You could see the gestational sacs, but not the fetal poles yet.
This may be a level of a lost pregnancy weeks prior.
