After looking online at several places, it is clear that cashing a check from international sweepstakes surplus commission is a well-known scam. If these kinds of claims are received through the mail, it could be considered mail fraud.
You'll have to check the fine print on whatever sweepstakes you are referring to.

I got one too. Mine was for 7600 dated 1 18 2009. I'm going to show it to the postmaster and see if he knows anything. Since it came in the mail it would be mail fraud which they investigate.

If you don't remember entering a sweepstakes, cut off all contact with this person immediately and do NOT give them bank account information or other personal information. The check most likely is not real.

There are always contests or "sweepstakes" to do with Taylor. The best way to know about them is to "like" Taylor Swift on Facebook. They always post contest links there (: Also check her website and "like" Pop2Life on Facebook. They hold all sorts of sweepstakes. I just entered one today!! :D
A check of Google or Yahoo can give you a listing of these. You can also find some in certain magazines and books. You can also subscribe to certain websites for a fee that will notify you when these sweepstakes are available, The website http://contests.about.com/ is the ultimate page for contest and sweepstakes listings. You will have to search for juried contests or weed out the sweepstakes to find contests based on skills though/.
If you have to pay any money in advance before picking up the check, then yes, it's a scam.
